Changes in State Funds to All Systems
As shown in this table, the total amount of State funding to all of the local school systems in Georgia has declined on a per student, inflation-adjusted basis by 18% from FY 02 to FY 09.
Summary of Shift to Local Revenues
This table shows the dramatic shift in the revenues to support K-12 education in Georgia from the state to the local level over the period from FY 99 to FY 09. It would have been necessary to increase state funding to local school systems by $948 million in FY 09 to restore the mix of state and local revenues that existed in FY 99.

Gap Analysis - State Total
This table quantifies the major deficits in the QBE Formula that existed in FY 02 on a statewide basis. It was prepared by the Consortium for Educational Research in Georgia.
Composition of State and Local Funds
This table shows the various sources of State and local funds which were used to pay for K-12 education in Georgia in FY 02. The QBE Formula covered about 70% of the total expenditures by all of the local school systems, and the funds provided by the State represented about 60% of the total cost.
Effect of Inflation on Under-funding of QBE in FY 07
As shown in this table, the funding of QBE in FY 07 was $457 million less than it would have been if the non-salary components in the formula had been adjusted after FY 01 simply to keep up with the rate of inflation following the last review of the formula in 1999.
